According to the definition of Michael Porter, a professor at the Harvard Business School, a cluster is “a geographical concentration of cooperating companies, specialized suppliers, service providers, companies from related industries and connected institutions (universities, government entities, agencies, professional unions, and trade associations) connected by similarities and complementary features in a particular topic/area”.
In accordance with the legislation in force in Romania, the IT Plus Cluster, as the rest of the clusters, has no legal personality. The cluster is based on the following three pillars: businesses, educational institutions and local councils. Based on these pillars, the Csíki Vállalkozók Egyesülete (Ciuc Entrepreneurs Association) plays an executive role, ensuring the management of the IT Plus Cluster.
The General Assembly of the IT Plus Cluster decides, through simple majority vote, on the leadership, organization and functioning of the cluster, the rights and obligations of the members, approval of the cluster strategy, as well as on all matters of a strategic nature. In the case of operational issues, the necessary steps, arrangements are determined by the board of directors of the cluster, and after reaching a decision, the Executive Director is entrusted with carrying out the tasks. An important unit of the organization is the cluster office, responsible for carrying out the general administrative and operational tasks relating to the management of the cluster, facilitating the integration of new members, marketing, PR, supervision of the tasks related to sales, the organization of events, monitoring of calls for tenders and public procurement procedures. The office assists the unfolding of organizational and coordination processes, all this by involving the members, whereby the participation in certain tasks, activities is possible based on voluntary registration.

One of the important operational units of the cluster is the cluster office, which is responsible for performing general operational and administrative tasks related to the management of the cluster, facilitating the integration of new members, overseeing marketing, PR, sales and event management tasks, mapping tenders and public procurement procedures. The office helps to carry out the coordination and organization processes, all with the involvement of the members: participation in each task and work is based on a voluntary application. The cluster office is currently housed by the Chamber of Commerce and Industry of Saint George, headed by Mária Imola Kiss ( csoka.imola@itpluscluster.ro ).
Our objective is for this organization to be democratic and open, where all members can communicate openly, as active participants, with equal opportunities in initiating projects, being able to find good professional partners in an efficient environment for development and cooperation.
